Signals under ZZLPSPOIN
Information regarding the conditions and procedure for submitting reports under the Act on the Protection of Persons Filing Reports or Publicly Disclosing Information about Violations at the State Psychiatric Hospital - village of Tserova Koriya, Veliko Tarnovo region
From May 4, 2023, public sector employers who are obliged entities under Art. 12, para. 1, item 1 of the Act on the Protection of Persons Filing Signals or Publicly Disclosing Information on Violations (LPSPPOIN), shall provide an opportunity for internal reporting of signals, within the meaning of the law. For this purpose, pursuant to Art. 13, para. 1 of the LPSPPOIN, an internal channel shall be created in the State Psychiatric Hospital – village of Tserova koriya (DPB – village of Ts. koriya) through which a signal may be submitted – in writing or orally.
Internal reporting of signals and subsequent actions thereon in the DPB – village of Ts. koriya shall be carried out in accordance with rules approved by the hospital director.
No proceedings shall be initiated on anonymous signals or on signals relating to violations committed more than two years ago.
Signals that do not fall within the scope of the LLPSPOIN and whose content does not provide grounds for considering them credible are not considered.
Signals that contain obviously false or misleading statements of fact are returned with instructions to the sender to correct the statements and to the responsibility that he bears for persuasion.
If the signal does not meet the requirements of the law, the reporting person is notified in order to eliminate the irregularities. If they are not eliminated within 7 days of receiving the signal, the signal together with the attachments to it is returned to the reporting person.
A sample form approved by the national authority for external reporting (Personal Data Protection Commission) is used to register a signal, which contains at least the following data:
1. the sender's full name, address and telephone number, as well as an e-mail address, if any;
2. the names of the person against whom the report is filed and his place of work, if the report is filed against specific persons and they are known;
3. specific data on the violation or on the real danger of such being committed, place and period of the violation, if such was committed, description of the act or situation and other circumstances, to the extent that such are known to the reporting person;
4. date of filing the report;
5. signature, electronic signature or other identification of the sender.
Any type of information sources supporting the allegations set forth therein and/or reference to documents may be attached to the report, including indication of data on persons who could confirm the reported data or provide additional information.
Any new or unspecified information when submitting the form may be additionally provided by the reporting person. When submitting it, the UIN received for the report shall be indicated.

A written report is submitted via:
– e-mail to the address –
– by mail, on which the text “report under the ZZLPSPOIN Act” is written under the recipient’s address, to the address of the State Psychiatric Hospital – 5047 village of Tserova Koria, Veliko Tarnovo region, 27 “Vtora” Str.
A verbal report is submitted via:
– telephone 0885228633, within the established working hours of the hospital;
– a personal meeting, within a suitable period agreed with the employee responsible for considering reports, at the request of the reporting person.
The period for a personal meeting is agreed via the specified telephone and e-mail.
